These modems are configured to work under the US telephone system, and you cannot change its country settings using AT commands as it is disabled. Therefore, to use these modems in other areas without getting "no dialtone", etc messages, you have to deselect the option "Wait for dialtone before dialling" in the windows modem properties box.
