Been searching for this for a while, and only just found a driver that works for Vista/7.
It was a TV PCI card that was marketed by a number of brands, the one I have is by PC Line (in the UK), called PCL-TV1000. It's hardware is designated 7133, and it's from the 713x BDA family. This will possibly work with a number of generic cards, but it certainly worked with mine.
