When run, the USBFDD.exe program installs the correct driver software for the MPF82E-U3 USB External Floppy Drive. Then just plug the drive in and it should work fine. This has been tested on Windows 98SE and may work with other versions of Windows. Took me hours to find too! Hope it works for you...
